Can I schedule the outside damper to go to 100% ventilation pre-occupancy?

No.

There is not a way to schedule an outside damper to be at 100% open before occupancy. However, the pre-occupancy ventilation recommendations established by ASHRAE assumes that the outside damper is at its minimum position and not 100%. With it at the minimum position, the target is four complete indoor air changes during a 1 hour period. This position also assures that the heating and cooling system can keep up with maintain the indoor air temperature.

For normal pre-occupancy ventilation, the thermostat should be scheduled for Fan set to ON one (1) hour before occupancy with Outside Ventilation* set to ON.
